TV Out on 8500 - aspect ratio and refresh rate of outputted video

I have a PAL tv and the output from my 8500LE is 1024x768 at 30Hz interlaced. This doesn't result in a 4:3 output though, it has tiny little borders at the top and bottom which I think are the source of the problems. If I play a 4:3 video on the tv it has small black borders on the sides (presumeably something is trying to compensate for the horizontal borders) but everyone still looks fat and if I manually fix it I end up with huge horizonal and vertical borders and a 13" picture in the middle (15" tv in my bedroom). If I play something in letterbox or widescreen (16:9) it is fine although letterbox can sometimes have the tiniest vertical borders, widescreen (16:9) however is perfect.

The video output can also sometimes seem jumpy (divx) or just flickery (vcd) but basically it feels like I'm watching 60Hz on my monitor, but on the tv.

I think the 30Hz interlaced is the whole source of these problems. Is there anyway to do 25Hz (PAL)? Or is ATI's idea of PAL compatibility just to interlace NTSC?
