tv-out is distorted on tv while cable is connected

I have been trying for a long time to find a fix for this problem:

I would like to hook my computer(s) up to my JVC 32 tv via the Svideo on my Video card. Problem is that it shows a little more than slightly distorted picture with scrolling "humbars?" and sometime even the picture itself rolls a little. It only does this while the cable line is hooked into it via directly or from a box(Cable box, vcr). To play computer games on my tv I have to disconnect to cable from the tv at some junction. This is very frustrating. Plus I just discovered that I don't have this problem with my new Playstation 2.

I have tried to use a couple of different video cards with built in tv-out and also a scan converter with all of them giving me the same results...Distorted screen with a scrolling humbar.

One more thing, The TV also gives a slight buzz when I am watching tv while my computer is plugged into it, even if the computer is off.

Hmmm, since you say it does the same thing even when using a scan converter instead of built-in TV-out that eliminates many possible problems. Do you have the PC (or scan converter) plugged into the same outlet (or circuit) as the TV? If not, try doing that and see if it helps.

I'm gonna try that this weekend as soon as I get a 3 prong extension cord. I read about trying that somewhere else online.

Also, don't run the cable next to any electrical wires. If you absolutely must cross an electrical cable, do it in a cross fashion so that they only touch at one point. Never run it parallel to a power cord.

Troubleshot!

When I moved into my home there was no 3 prong outlets in my house. An eletrictian came in and installed two 3 prong outlets in my room, one for the computer and one for the audio video. There was no grounding wires so he hooked up the ground screw to the negative screw on the outlet and set that the negative was grounded somewhere away from the house and when he tested it with a device it did show it was grounded. Even though he was the expert my electrical engineering sense never did feel comfortable with that solution but I took his word on it and let it go after others I talked to said "yeaaaaah..I guess you can do it like that."

Anyway, today I got curious and I plugged the computer and tv into a 2 prong outlet with a 3 prong adapter and TA-DA! Great TV out picture and no buzzing while watching tv. So, even tho eletrically the 3 prongs worked it caused frequency/harmonic problems which hi tech items are sensitive to.

Just my little story for the day.
