tv-out help needed

I've got an elsa geforce2 ultra with only standard monitor output but I want to be able to play a movie on the bigscreen sometimes. I'm pretty sure it's kinda dumb to go out and buy a new video card when this one is still blasting along and on top of that, I really don't think tv-outs are that phenomenal on video cards, especially on nvidia ones.
Basically I want to add an additional pci card that enables some good quality tv-out. Would I need a pci video card for this? And where do these tv-tuner cards come around (are they for tv broadcasting or something?)?
