TV/OUT and GeForce2 MX400 Problem

I have a Pine Geforce2 MX400 64MB AGP card with Composit and S-Video tv-connections.

When enabling NView to use my fairly new 36" TV (NTSC) on the s-video connector, I can only have anything display if I set them system to 16Bit colour. On top of that, when I can see anything, the picture is horrible. The red green and blue are all slightly seperated, the refresh rate is horrible and slightly angled. Basically it looks like a scrambled porn channel but much much worse.

Any suggestions guys?

My system specs are as follows:

AMD Duron 800
256MB PC133
3 30GB 7200rpm drives
16x DVD
Amptron M810 Motherboard

WINDOWS 2000 ADVANCED SERVER, SP2.

DirectX 8.0
Detonators v28.**

<EDIT> My TV is NTSC/Canada </EDIT>
