TV-Out and cable cause humming on TV?

I've noticed that when I connect my TV-Out to the input of my TV it causes a low humming noise in the background. When I remove the cable cord in the back of the TV, the humming goes away. I know this happens pretty often, it has on many computers w/ many different TV's for me. It went away when the cable company switched to digital cable, but now I'm at a different residence and the humming has returned.

Does anyone know how to get rid of the humming?

It sounds like either a ground loop, or a bad shield on one of the cables. If you can plug either in and not get the hum, then it's a ground loop.

Plug all of the associated devices into the same outlet/circuit. If you're using a two-prong plug, try reversing the plug (i.e., rotate it 180 degrees); if it has one fat prong and one skinnier prong, then DON'T rotate it (even if you can) - look at the outlet and make sure the fat prong is in the fat slot.

Maybe your electrical wiring in your house is not properly grounded? At a friends' house, whenever he turns on his computer, any device that is on with a speaker starts emitting a high pitched tone. The house is over 30 years old, so the culprit was probably bad/ancient wiring for the house. I guess a last resort is to try plugging your computer into a UPS that does voltage regulation and signal cleanup. That could help cleanup any noise on the electrical line and maybe prevent the interference.
