My old receiver didn't have HDMI but my new one does.

My DVR runs to the receiver and then the TV.
So, my TV has no audio or video unless the receiver is on. That's a pain for the wife. I like the DVR going through the receiver as it improves the signal but I'd rather the wife could just turn the TV and DVR on and not have to use the receiver. So I'd like it both ways.
Can this be done?

3313 has HDMI pass through, might have to turn it on in some options menu but it should pass the signal to the TV when in standby mode
you would then just use the TV volume

Alternatively, you could plug the DVR into the TV and use ARC (audio return channel) which will pass the audio to your receiver if it's on. This requires HDMI at all points I think.

Depending on the communication, when you turn on the TV, it can figure out if the receiver is on or off, and turn it on automatically if needed.

TV only has 1 HDMI in. But, I can tell the wife the only way to remedy this is to buy the Panny VT60... :D

My second option might still work. When I turn on my ps3 hooked up to my receiver with the controller, both my receiver and TV turn on automatically and turn off automatically once I turn off the ps3. I'm not sure if this is because my TV is a bravia but I think hdmi control is not Sony specific.

Or you could just use a Harmony remote? My wife has zero issues with our setup. HTPC --> AVR --> TV. One button and she's ready to go.

Wow, how did you do it. My wife has an Harmony remote setup to control all the electronics upstair yet, there isn't a day I don't get a "the TV is screwing up again" complaint.

PLEASE, tell me how you did it.

Uh, not sure what to tell you. I just setup the activities as defined in the harmony software and after some trial and error to get the settings right everything works fine?

I did all that too but my wife sometimes has a hard time dealing with the idea she needs to be far enough back and aim the remote at the center speaker so all the different IR windows can see it when she turns everything on.

Well I guess that's a different issue. We've got about a 10ft viewing distance and she's parked on the sofa whenever she turns things off an on. Initially I did have to explain that you need to keep the remote pointed forward a bit longer than usual but it didn't take but a couple days for her to figure that out.

I stumbled upon the setting and got it working. I think it was in HDMI or Video settings.
