TV capture with AIW 7500

I've got a 64mb AIW 7500 on my system with an Athlon 2000+ and 512 PC2100 DDR. I am desperately trying to learn the ins and outs of good quality TV capture for VCD, but am not that impressed with the video quality using ATI's "Video CD" quality option. I have seen other TV captures that are beautiful mpg files, about 440mb per hour. These can be encoded into excellent VCDs. However, I can't get my recordings to look that good. I've checked out dvdrhelp.com, but there is just too much info there for me to know where to start.

What can I do to record better, high-quality mpg1 files for VCD? I have some "custom quality" controls, but I'm not sure what exactly to tweak. What should I know for this?
