Is it illegal to capture small clips of TV/network shows and pass along to sites where they can post/host for download ? Non-profit of course.

It can be anything from a celebrity appearance on ET to a nice goal in a hockey game on tv.
 
You may not re-transmit, re-broadcast, or re-distribute any part of the preceeding program without the expressed written permission of major league baseball....
 
Though i find some television shows allow the download of the show for view at a later time. Basically allowing tivo like devices
to be able to copy shows for later showing. Once you start transmitting the shows to others, then you are in the illegal realm.
