Turning off auto-driver install on Windows XP

How do you turn the auto-driver install setting in Windows XP off? If I uninstall my Catalyst drivers for my video card and restart my computer, as soon as I get loaded in to Windows the OS automatically searches for and installs drivers. I don't want it doing that. Any help would be greatly appreciated!
 
I think the trick is to use Cab cleaner <from drivercleaner> to clean driver.cab and sp1.cab. Then disconnect the internet connection before you reboot to install Catalyst. You should only have to use cab cleaner once, and then only again with an OS or SP install.
