Yes it is.
i think it's a smart question. it indicates an instinctive sense
for the subtle ways electronics can inter-act. one design i worked
on was a re-re-design of a radio backplane for an airborne
application and it had major EMI problems. the people who did
the re-design didn't understand the removing groundplane to
save fab. cost could unleash a mess of EMI. if they had asked
a simple question in the lunchroom - "could removing the groundplane
have an effect on the 10 MHz line" - kind of like the original post,
it would have saved mega-bucks. (of course, since it was a consulting
house, they made more money doing extended re-re-re-designs, but
that's a separate issue.)
could it damage the video card ? under certain conditions
that are normally not encountered in the normal SOHO,
