Turn off harddisks: 30 minutes

I have 2 harddrives in my system.

My primary harddisk, the C drive, is usually constantly writing to the disc ( downloading stuff ). I don't expect it to shut down.

My secondary drive, the D drive, will shut down in 30 minutes. Then, about 10 minutes later, spin back up. So, something is writing to it. I don't know what it is.

Is there a way to determine why drive D spins back up after it is "turned off" ?

Is there a utility to FORCE the drive to spin down ?
 
What is the function of this disk? Normally in a desktop, turning off a HD is a bad idea. Start and stop cycles are what kill HDs.
