would it be a good idea to turn the computer case upside down? since the cool air stays at the bottom of the case, so the cpu fan can get some cool air instead of the hot air at the top, make sense??

I believe that you maybe suffering from a rectal-cranial inversion!
Hot air rises! By turning the case upside down (assuming you are thinking of a tower type case, rather than a desktop case) the PS would be creating heat at the bottom of the case; that heat would then raditate UP to the CPU area!
Cool air doesn't just STAY at the bottom of the case, HOT AIR RISES and displaces the cooler air to the bottom (assuming that there is no exchange of air with the outside).

Interesting post. I'm not very familiar with case cooling. But now the PS would be sucking out air at the bottem right? Now that your front intake fan is at the top, it's drawing cool air. Is the PS powerful enough to get the cool air down across the MB and out at the bottem? hmm

i mean in modern atx case and motherboard, the cpu has been located at the upper part, where the hot air is flowing around, while the upper part is warm, the bottom is cool, so what if we let the cpu has some cold air instead of hot air. That's my idea.

Give the CPU cool air directly? Then i don't see the purpose in inverting the case. You could always just install a fan in the 5 1/2 inch bay and it'd blow cool air to the CPU and when the air gets heated, it gets sucked out by the PS.

Don't forget about the rest of the case though, video cards these days get hot as well as your harddisks.
