However in general, it's a pretty bad starting point. Even upping to a 1996 V6 camaro would get you the 3.8/3800 which has a decent chunk more starting power and is a more proven platform. That being said I think the 3.4 you have is pretty close to the 3400, which doesn't have the worst head flow in the world. You could probably make 250 hp pretty easily.
Personally I'd save up your money, make any repairs you can to your '94 camaro, and then sell it and trade up to something like an LT1 or (ideally) LS1 camaro. You'd be way happier in the long run
