If you look through this review, he measures dBA differently, so you can't take the numbers literally, but he lists dBA numbers for 37 heatsinks (using the same measuring method), so you can get some idea of how they compare relative to each other.
He also uses a common, low-speed fan on all heatsinks in another chart in that review, which is the Papst 4412 F/2GLL, spinning at roughly ~1200rpm. You can listen to a recording of that fan at this link.
