tuniq tower idle vs. full

I'm now on the eight hour of a prime 95 torture test at 3.0 Ghz on a q6600, and I have my tuniq tower on the lowest setting with core temp readings at 62 degrees max for the first core and lower temps for the others.
What I'm wondering is when would I ever need to actually ramp up the speed on the tower to full or anything above the lowest setting?
I've tried turning the knob, but it seems it makes a 1-2 degree difference if that. Is this normal? What kind of temperatures are other people getting and does the fan speed make a difference? Would I need a higher OC to make use of the full cooling capacity of this cooler?

Possibly I installed the tower wrong as I just put a very thin coating on the entire chip spread with a credit card instead of the advised method of concentrating the stuff for quads. The sheer mass of the cooler seems to have compensated if that is the case.
Another possibility why I'm not seeing much difference betwen fan speeds is I'm running it in an antec p180 with 2 of the default fans at low sucking out air right next to the cooler.

Here's a thread I started about my overclock & questions about my temps.
I lapped it & used AS Ceramique per manufacturer's recommendations. The fan was too noisy to suit me so I switched it out w/the Coolermaster fan & got a degree or 2 cooler & a little quieter.
Read the thread, though...perhaps some of the replies in there may help you.

I read a review that said the fan speed in a Tuniq doesn't make much of a difference. Even a low speed appears to move enough heat.

The highest difference I've noticed from low to high...the delta is only 4C.

In the grand scheme of things...that is nothing really.

When you go for 3.5-3.6ghz out of that chip you'll need high or another fan ;)

I just let my IP35-E handle the fan speed automatically depending on heat. In general usage the fan is whisper silent and when i'm running Orthos or a resource-intensive game or encoding an xvid or something, it whirrs up to full speed. Automation is sexy.
