This is normal day to day stuff there. US media is just making a big deal out of it because they weren't prepared for disaster themselves. Japanese coastlines, for decades, have had huge concrete barriers against tidal waves.

Even if I could surf I doubt I could do it on a 16" wave, I've seen bigger waves from ski boats.
