I'm thinking slightly less than that. ~90% for the HD 7870 (Still likely better than the GTX-580). Of course, if it's GCN there's no way of knowing whether efficiency will be better or worse than hypothetical VLIW 4/5 would be @ 28nm. Look at PhII vs. BD. Nothing is certain anymore, unfortunately. :\
