Tsk. Tsk. Paypal and conversion rates

I tried ordering an item from a Canadian store via Paypal. According to Paypal, this is their conversion rate of USD to CAD as of October 26, 2007: PayPal Conversion Rate. But then I checked Yahoo and displayed the currency rates for the past 5 days and this is what I got. According to it, the rates never went down to PayPal's rate levels. What gives PayPal?
