Ts/Citrix Licensing issue

We are running Citrix Presentation server3 on a 2003
terminal server box (not a dc). The licensing server was
originally setup on a 2000 server incorectly. That has
been changed, and another 2003 server (non dc) is the ts
licensing server. We are getting "the system has reached
its licensed logon limit" errors on the clients when they
try to login to Citrix. I can go into ts licensing on the
server and see that the 20 - 2003 user cals are installed,
but it will not show that they are in use. I have launched
several rdp sessions to the citrix server at the same
time, all connect ok, but they do not show up as used in
ts licensing. Is this normal, or do I have another ts
licensing issue? I added the reg key to over ride license
server discovery on the citrix box and restarted. The
citrix box can resolve and ping the license server.

I am aving trouble deciding if this is a TS issue or Citrix issue.

What else should I look for?
