trying to run an old utility in Windows 8.1 COMCTL32.OCX is not registered

I have searched google and nothing I find works they say to put the file in the System32 folder and as admin cmd regsvr32 comctl32.ocx then it fails to load first it was not registered and now this, how do I get this working?

Another intuitive placement of files by MS. ;) Of course we'll put the 32 bit files in a folder called SysWOW64.

Blame crappy app designers. The betas ran 64 bit stuff in SysWOW64, many many applications failed because they hard linked to System32 rather than using the built in symlinks that the OS has had since Windows NT 3.51.
