***EDIT*** Figured it out, Im just an idiot!
I destroyed my previous iphone 5 which was running iOS 7. I just got a replacement iphone5 from a friend which is running ios6 and am trying to restore it from my icloud backup. I cant restore it because the iphone needs to be running ios7 first before installing the backup. But, for the life of me I cant figure out how to update the phone to ios7 BEFORE restoring it from my icloud backup.
I started by setting the phone up as a new iphone then updated it to ios7. Then when I got to restore the phone it reverts back to ios6 and then I am unable to restore it from the icloud backup. How do I get the iphone to ios7 and then install my backup? Or is there a way to download my icloud backup to my computer and do it through itunes? Doing everything through the phone doesnt seem to be working but it looks like if I had my backup in my itunes on my desktop rather than in icloud I could do it.
I havent had to do this in a while so it is very possible that my dumb ass is completely overlooking the answer...
