"trying to recover allocation unit"

i'm installing a new HD in my gf's parent's computer. (3.1 gig). I made a primary, active partition, and now i'm trying to format it. I get to about 40% then i get a message that it's "Trying to recover allocation unit" with a number beside it (401,967 right now) what gives? is the hd shot?
 
Return it, format is finding bad sectors and trying to fix them but even if it can it's usually a sign that the drive won't last much longer.
 
that's what i was figuring too. now hopefully i'll be able to find my receipt... It's a western digital. what's their RMA policy?
