Trying to quietly cool an old AT powersupply for cheap

I've made a project out of quieting my P3 full tower lately. Enermax adjustable fan as front intake, 7 volt fans, 350 watt enermax FCA, stuff like that.
I have a 4 bay scsi side tower that I switched the 2 60mm fans to 7 Volts (they're much more quiet now) but was seeking a recommendation on a cheap/easy way to get that power supply's 80mm fan quiet. it really is the loudest thing left except for harddrives. I figure replacement would be too big a pain. I want to do on the cheap too. I was thinking I could get an enermax adjustable 80mm fan and wire it in and adjust the speed down, or just get a thermo control 80mm. Questions I have are, do these thermo control and adjustable fans need a speed monitor ? I think the enermax does not (because they ship with a 3 to 4 pin adapter) but am unsure about those thermals.
I realize I could do a 7 volt mod for little more than time and effort, but I really don't want to solder anything to the molex connector itself, I want to try to keep things nice and tidy in there.

Just replace the fan with a quieter one. :D Forget about getting a new PS. Too much to spend just to reduce noise.

So you're saying I should get a panaflow L series and just put that in? Do those run silent at 12V ? I know they're quiet, but never had a panaflow L series fan.
