trying to OC my E6550 on a MSI Neo p35 MB

I went into the BIOS and pumped the FSB up to 400 and it reported 400 with a 7x multiplier. Figure this is good, and close to what I'm going to get out of it without a lot of tweaking. I boot to Windows 7, and in my system properties it's showing e6550 @ 2.33GHz which is the default speed. If I run CPU-Z it's saying 2.471 (something like that) and jumping back and forth between that and 2.51. It's also showing my multiplier at 6x. The MSI Overclocking utility is showing 2400MHz, and if I leave the window open it randomly jump up to 2800MHz for a few seconds. Then it jumps back down to 2400.

I'm confused at what clock speed my CPU is running at. I don't know if Windows 7 is the problem - I'm running 7100, haven't upgraded to RC1 yet. I'm assuming if my BIOS is reporting 7x multiplier that's what it has to be set at. There are no options in the BIOS to adjust the clock. I haven't had a Intel chip since the 486 days so my only OC'ing knowledge is with AMD chips. I'm curious if anyone here knows if/what the problem is here?

Your cpu is running at 2800. You have to disable eist(I think its eist) in the bios and it will let your cpu run at 2800 all the time. Anyways you have a power saving function in the bios enabled which when your cpu is not under stress it underclocks itself to save power when needed it will run at full speed 2800.

That makes sense, I don't mind if it idles at 2400, as long as it cranks up to 2800 when I'm doing something I'm good.

related to anyone else who has an e6550, what's the best OC you achieved? I have an Xigmatek Dark Knight cooler. I can't adjust the multiplier but I have my FSB up to 410 now, I can't seem to figure out other settings to try and squeeze some more OC out of it.
