all of the values are in grey and set to auto, which is the default values.

how do i 'unlock' these values so i can adjust the settings accordingly? what am i missing here?

-they dont look like there on auto
-if they were and now they are not ,you need to just use the up-down arrows ,and press enter to change the settings in most bios, some have drop down boxes if they is what your looking for
that's a good one I have never seen a cpu run @0.38v before.
-try setting it to 1.3v

-if you really can't change anything ,try
-is this a new system?
-if so re flash the bios or if you have it might not be ok.
-also only one page of the bios seen and at the bottom whats on top , are there any other power saving modes that might be turned on therefore stopping any oc-ing:

whoops, shoulda been clear the screenshot wasnt of mine. just one i found online of the same bios, but mine all read [auto] in grey ..... in that same area i circled

doh

- yes, up down left right, ENTER does nothing. all power saving settings i can find are all disabled. yes, its a new system
