Trying to Isolate USB Problem with Abit KT-7 and Windows ME...Help!

OK. As with any computer problem, the best way to troubleshoot it is to isolate it as best you can. With that in mind, here is my current setup:
Abit KT-7 RAID (via chipset with latest USB filter drivers)
Thunderbird 900MHZ
Windows ME
USB Device #1: Acer USB 620U Flatbed scanner
USB Device #2: Kensington USB VGA Web Camera (the cheap one!)
USB Device #3: Sony memory stick reader for camcorders
USB Device #4: Microsoft sidewinder joystick

Problem: When trying to use my scanner, once the "finding scanner" window appears, the program locks up (but not the computer). I have to CTRL-ALT-DEL and manually close it out. The only way I can get it to work is to remove the scanner via my device manager and then refresh it. Also, when trying to use my web cam, after about four seconds of video, the program freezes up (but not the computer). Again, I have to CTRL-ALT-DEL and manually close it out.

Have tried: (1) uninstalling and reinstalling (2) downloaded latest Via drivers (3) downloaded latest Acer scanner drivers.

Possible solution: Acer tech support told me they thought it was a combination via chipset problem and a Windows ME problem since Windows ME does use TWAIN a little differently than Windows 98. They said that USB devices that draw more than about 4 volts will act up. This may explain why my USB memory stick reader and my joystick work fine. Acer said to either load Windows 98 or try to buy a quality PCI USB controller and plug the camera and scanner into that, bypassing the chipset altogther.

I have the same scanner on an Intel BX platform and it works flawlessly in Windows 98SE. I have tried swapping the scanners out and still have the same problem.

I know the scanner is good.

What I need to know is does anybody think it is a (a) OS issue, ie, Windows ME, (b) a chipset problem, ie, bad motherboard, or (c) a chipset compatibility problem, ie, via chipsets not handling certain TWAIN drivers and/or manufacturers drivers correctly.
