Trying to fix older Compaq Presario

Hello, I have 2 of the same exact older presario models (5441) that i'm trying to get in running order, these have been sitting around for awhile but seemed to be in working order when I put them up. Problem seems the same on both of them. Now heres the situation, I hit the power and the machine seems to switch on, the harddrives spin up and the front LED's light up. But from what I can tell there is no sign of any post, ive tried changing out memory/ps and also adding a PCI video card and no go. NOW what has caught my attention is that the CPU fan doesn't seem to spin up, ive tried changing it and nothing, I have also tried the fan in another system and it seems to be working fine. So any ideas? Btw the boards are Gigabyte models, after that there isn't very much I know about the boards. Thx
 
Have you checked the cmos battery to see if they 3.2 volts? Have you tried resetting the bios? Something that Compaq recommended on some of their older systems was to disconnect the power cord, and then hold the power button in for 15-20 seconds, and then plug it back in. This would drain any stored energy for what ever was stuck. I had to do this a number of times on one particular system.
