Trying to find easiest, best online music download place

Looking into this for a friend's dad:

Basically he wants to download music again, but he knows it is different now with all the lawsuits, etc. So he is willing to pay for the downloads if he has to. What are the best sites to send him to?

I've got Napster and AllOfMP3 in my head. What ones are better than these choices?

With your selection, please tell me WHY it is recommended, etc.
