Trying to extract an archive with Japanese characters in it

I tried installing the Asian language files off the Windows CD but both WinACE and WinRAR can't do it.

Its an ACE archive, which I think means any changes involve repacking the whole damn thing (1.5 GB archive). I'm starting to think its not worth it to play Mugen.
