Trying to check email in another country

My sister just moved to another country and is having problems checking her email. It's a web-based account through her university. She gets an error message on her side that says she needs to change some Ip settings to register globals. That's all i know for now.

any help would be appreciated.

they may have a proxy setup for internet access where she's at, have her ask some of the staff about it at the computer lab....if there is one.
