Someone I know left for Vacation the other day and sent me this email:

"since you are like a computer genius 🙂, would you be able to help me with my computer? Im not sure what it means when like the control panel is "blocked." When you try to get into the internet options or anything like saving a pic on the desktop from the internet and trying to open it, it says it can't be opened?!??!?!? Not really sure what to do---"

What would you recommend to this person? I don't understand what he's even trying to say lol, and it'd be nice to have some kinda answer for him once he gets back. I don't have any way to contact him before he gets back ether to ask him to put that email in plain english.
 
He does not have authorization to access certain applications. This is due to limitations imposed by the system administrator.
