trying to add an ATI tv wonder 650 wont POST

I am trying to add an ATI TV wonder 650 to my HTPC but cant get the system to POST with it in,the fans come on just no video and no ok beep.I have tried removing all the other cards and tried it in every PCI slot that I have with the same result.
I am using this on a Soltek SL-75MRN-L MB with an Athlon 3000+(200 MHz bus) ,ATI Radeon 9600
I disconnected the hard drive and dvd from the power supply in case something was drawing too much power but I get the same result.
 
I'm having similiar problems. I bought this recently at Best Buy and I have tried it in 3 different computers. The 1st computer I tried it in was my Asrock 939Dual-Sata2. It boots up ok and I installed the drivers from the CD. Everything seems okay but when I start up Cataylst Media Center, it says "no tuner detected". I tried the newest drivers on the website but no difference. I tried it in two different PCI slots.

I then tried installing it on my Epox (Via KT600 chipset) and it will not post up with the card in there. I hear a bunch of beeps but there is no video signal and my monitor stays black.

Next, I tried it on my KCS system (Via K8T800 chipset -- Socket 754) and the same thing. A bunch of beeps, no post up, and the monitor screen stays off.

I've never had this much trouble with a PCI device before. What the heck is so different about this card? And the frustrating thing is I really want to see how good it is -- I keep hearing how it has the best SD and HD picture quality....
 
I have old ATI Wonder VE works fine with K8T800 Pro chipset. I am not sure about tv wonder 650 will work with K8T800 Pro.
 
if everything runs fine without it, return the card, or try a 550pro card to solve the issue.
 
Interesting... I just tried installing it in my SIS 748 based system and it works! The control panel shows the same devices listed as my Asrock ULi based system so I'm wondering if there was some software mess up somewhere on the Asrock. I'm thinking that if I try again, I might be able to get it to work on the Asrock.

With my Via based systems (K8T800 and KT600), I'm thinking the problem is more of a hardware conflict since I get beeps and the display stays blank.

Anyways, the picture quality is beautiful! The HD picture quality is stunning and the SD picture quality is slightly better than my Hauppaugh based card. You have to do A/B comparison in order to see the difference though -- in some scenes there is an aliasing staircase effect on my Hauppauge but it is much less (or none) on the ATI TV Wonder 650. Very impressed with the picture quality.
 
the worst thing about this is that ATI auto tech support keeps sending me to pages that tell me how to install a graphics card to an AGP slot WTF?
