try to call to Malaysia....

I'm trying to call a friend over in Malaysia. I'm calling from the US using my home phone + phone card. Everytime i tried to get through, I get a message that the number is not available, disconnected...etc. I checked the 11 digital number with the person, no error there.
Am i suppose to press some special zone code before entering the phone number?
Does anyone have experience call international number?

what is a IDD number?
here what i did..

1. dial phone card number
2. dial pin
3. enter 11 digial number

I was told: with a cell phone it "+" and 11 digital number.

The guys in charge of the phone system up here (Alaska) are contract workers... Maybe they are plying their trade in Malaysia now.
