A Moon Base would be cool, but if it is at the expense of Earth Sciences it would be foolish.

I agree but unfortunately unless we basically double NASA's budget, which I have advocated for a long time that we should do, we would have to cut a hell of a lot of NASA's current projects to even begin to dream about a moon base. Hell look how long it's going to take until the current projected US manned space flight. It's taking us damn near two decades, assuming we launch our manned flight on it's projected date and we all know how that goes, just to get man into LEO, to boldly go where thousands have gone before. Then there is the huge issue of how politics causes NASA to waste a fuckton of money. Their mission changes every 4 to 8 years and while some of the stuff can be carried over to the new mission a ton of resources are wasted by spending 8 years studying, planning, researching and developing the crazy amount of "stuff" required for a mission. Then they get told "yeah, screw that old mission here is a new mission doing something completely different". Considering none of these really big space projects can be accomplished in two presidential terms, how do we expect to truly accomplish any of them when they constantly get changed. I'm not sure if we could pass a bill that would change that but even if we could I doubt they would.

I would love to see Earth's first moon colony. Unfortunately from I've read however is that is unfeasible since there is not a protective layer like earth has to keep small meteorites from easily destroying things. This, of course, explains why the moon is so pockmarked.

So before we go heading off into space we should develop better methods of propulsion and especially ways to harness energy into protective bubbles (shields) around our ships, bases and colonies.

Maybe they go underground to avoid this.

Not to mention that Obama's latest budget decreased NASA's budget and cut almost a billion from deep space exploration which includes the development of the Space Launch System and the Orion capsule. This is despite the fact that he is increasing the Federal budget from $3.7T to $4.1T.
