Hence, it has to be a bluff. It's just another threat of retaliation against those he perceives as disloyal, but this particular threat is not one he's ever likely to carry out.
It can readily be structured like the Tea Party, a faction within the GOP. It's not like the GOP will exclude them from the caucus. It would be a lucrative grift & an effective mechanism of extortion.
