Article and quote in the OP says it was blown over while the concrete still hadn't set. In other words, they just put it up. The concrete didn't have time to harden before the wind came and blew it over.It's either the lowest bidder got the job and what followed is what's expected of that kind of shoddy work OR the highest bidder got the job who is most certainly connected to Trump in one corrupt way or another under the "share the wealth" tradition that our corrupt politicos and business folks have practiced over the decades that will again result in shoddy work due to their efforts to maximize profits.
Either way, us taxpayers end up holding the bag and end up paying for repairs or rebuilds that will of course be shoddy work that we will forever be paying to maintain, repair or rebuild with more shoddy work.
Maybe the builder should have some temporary reinforcement in place until the concrete dries.
