Seriously, it's ridiculous for Trump to believe Kim Jong Un's statement that he knew nothing of mistreatment. There was a huge show trial. Knowing the international implications, nobody would would dare allow the prisoner to be hurt without approval from the top. Kim Jong Un only changed his mind about relations with the USA because his mountain collapsed from all the underground nuclear testing.

Otto's teeth were rearranged. He went through some serious shit.

When's the last time Trump actually paid a bill? I think that two million is safe. Trump stiffs almost everyone when they invoice him.

It's a lose/lose game for Trump because for one thing ain't it just like Trump to promise to pay for something and then refuse to pay for it? For the other, if Trump did pay, I'm convinced he did it for no other reason than to make himself look like the quintessential deal maker he likes to see himself as. The hero who beat the bad guy at his own game. Too bad he's also notorious for cheating at golf, the same as he's cheating all of us out of the promises he'll never ever make good on because he never intended to make good on them in the first place.

As for Trump absolving Kim, well here we have a situation where Warmbier was a mere pawn as far as Trump is concerned, a poker chip for him to play with in order to "win the deal". I mean we all know that Trump is devoid of any compassion and concern for anyone but himself. He's proven that way beyond doubt.

He's just that kind of guy.

It has nothing to do with Trump. He was taken in 2016 well before Trump was in office.

He probably turned if off. After all... like the Constitution, that damn autocorrect keeps getting in the way of what he really wants to do.

I see nothing wrong with signing anything to get him released from the hell hole of North Korea. Doesn't mean we are going to give them a dime...

If we do pay them for this, then it will be on Trump.

WASHINGTON (Reuters) - President Donald Trump approved payment of a $2 million bill presented by North Korea to cover its care of comatose American Otto Warmbier, a college student who died shortly after being returned home from 17 months in a North Korean prison, the Washington Post reported on Thursday.

The Post said an invoice was handed to State Department envoy Joseph Yun hours before Warmbier, 22, was flown out of Pyongyang in a coma on June 13, 2017. Warmbier died six days later.

The U.S. envoy, who was sent to retrieve Warmbier, signed an agreement to pay the medical bill on instructions passed down from Trump, the Post reported, citing two unidentified people familiar with the situation.

"We do not comment on hostage negotiations, which is why they have been so successful during this administration," White House spokeswoman Sarah Sanders told Reuters.

Yun also told Reuters he could not comment on diplomatic exchanges. But in an interview with CNN on Thursday, he said he was given broad orders to secure Warmbier's release and he understood the instructions came directly from Trump.

"Yes, my orders were completely: do whatever you can to get Otto back," he told CNN. Yun said he understood that money had been exchanged in previous releases of U.S. prisoners and was justified as "hospital costs," but he gave no further details.

Representatives for the State Department did not respond to a request for comment.

In other words, Trump ordered and approved the payment. Why it got held up in the Treasury Department we do not know yet.

I'd also just like to highlight one specific statement for further discussion:
"We do not comment on hostage negotiations, which is why they have been so successful during this administration," White House spokeswoman Sarah Sanders told Reuters.
So, in his pursuit to make it seem like he is some great hostage negotiator, Trump had his admin start paying off dictators and terrorists in secret and hiding the payments as hospital expenses. So much for not negotiating with terrorists I guess.

Bottom line is they don't know if it was paid or not. I understand why they agreed in order to try and save his life. If you can't see this then you are just being obtuse.
