U.S. Orders Freeze of Foreign Aid, Bypassing Congress

The Trump administration has ordered the State Department and the United States Agency for International Development to freeze much of the remaining money for foreign aid this year, in a move that suggests the funding could be cut altogether.

The decision, issued in a letter by the Office of Management and Budget, covers a broad range of foreign aid that Congress had already approved. It halted, as of Saturday, the agencies’ ability to distribute what the decision’s critics estimated to be $2 billion to $4 billion of funding.

“This administration’s contempt for Congress is astounding,” Representative Eliot L. Engel, Democrat of New York and chairman of the House Foreign Affairs Committee, said in a statement on Wednesday. “When Congress decides how much we spend on foreign assistance, it isn’t a suggestion. It’s the law, backed up by the Constitution.”

Critics of the order noted that the funding was less than one-tenth of one percent of the federal budget.

The U.S. Agency for International Development’s new “Countering Malign Kremlin Influence” framework should not be seen as an attempt to divide countries between the United States and Russia, according to agency officials.

“This is not about giving countries that we’re helping with our assistance a choice of whether they need to go with Russia, or the United States, or the European Union. What we’re saying is, we want to give the countries that we’re working with the ability to make their own choices,” said Brock Bierman, USAID assistant administrator for Europe and Eurasia.

USAID released the framework, also known as CMKI, on July 4, on the sidelines of the G-7 development ministerial in Paris. The framework, which focuses on countries where Russia has exerted influence — and where USAID also works — includes four main objectives, summarized in a three-page document: counter efforts to undermine democratic institutions and the rule of law; resist the manipulation of information; reduce energy vulnerabilities; and reduce economic vulnerabilities.

I would counter that the amount we’ve spent on foreign aid the past 20 years has done more for America’s security and standing in the world than the amount we’ve spent on wars...and is only a tiny fraction of the budget.

Directly affects my income as someone in my household works with an agency that disburses USAID funds. When funds dry up, they can no longer work on projects and billable hours dry up.

Sort of agree but this is a complicated subject, pulling aid from South America increases illegal immigration
Same with nearly anywhere else in the world.
Also money make places more stable which means fewer troop deployments

Again on the surface I agree with what you said, I’m good cutting aid to nearly everywhere provided there is a plan and we have a handle of what results will be expected. Got a feeling the current administration has done a sloppy job with this part. The administration is full of lazy yes men.

For the most part, the USA has no business sending troops to foreign countries. We are NOT the world's police force.
Unfortunately, we have learned absolutely NOTHING from our history of getting involved militarily in other countries' squabbles.
WWI AND WWII were valid reasons...Korea, Vietnam, and Iraq were just wastes of American personnel. Afghanistan was supposed to be to get Osama Bin Laden and the Taliban who were supporting him. 18 years later...we've accomplished jack shit in that country. (we SHOULD have learned from the Soviet failure)

Regardless of what we think about foreign aid spending, it's a major issue that Trump is trying through executive action to usurp Congress' budget allocation. That is a major breach of separation of powers and criteria number 10 or so to impeach him.

FYI, less than 1% of the budget goes to foreign aid. Re-calibrate opinions accordingly.

Dont vote 3rd party then. You're enabling all that.

I've voted in every election since 1972 with only a couple missed because my civil rights had been...suspended due to felony convictions. I have ALWAYS voted Democrat because of my union affiliation...except for 2008 when I voted 3rd party because I just didn't trust Obama...(has there EVER been an honest Chicago politician?) But I DID vote for him in 2012...because I disliked Mitt the Mormon more than I disliked Obama...and didn't want to see him get elected. John McSame (2008) would have been bad...but IMO, not as bad as Mitt.
I fully expect King Donnie to be reelected next year. So far, the Dems haven't offered anyone who stands a chance of beating him.

This is a win-win move for Trump. Cutting foreign aid plays well to his base while at the same time it will increase immigration. This will cause his base to shit their pants some more, binding themselves more to Trump to save them. Since they know nothing it will never occur to them that pulling foreign aid that help stabilizes other countries drives up illegal and regular immigration to the US.

Regardless of one's opinions regarding foreign aid, it is unconstitutional for the President to spend the public's money other than how Congress has appropriated it.

Oh really? You propose what? Give that money to poor Americans instead? American foreign aid has given us some prestige in the world at large. Trump's throttling it can only further the damage he's been doing since January 2017, which is huge if not catastrophic.
