I hear good and bad things.. How can a 1.4 GHZ oc to. Any VIA IDE Busmaster drivers needed for Win2k or XP ??

That depends on lots more than the mobo!. Mine does 1518.

Only if you have an IDE Zip drive.

I've built 10 PC's around this board and have had 0 problems. I think it is an excellent value.

Of course like any other product there are bad stories, too. I would say that if it's features meet your needs then get it.
