I believe what the guy wanted was to make PRINTED copies of his HANDWRITTEN papers. I do believe that there is software out there that takes scans of writing and will try to convert it to text. I think you generally have to program them by writing the alphabet, scanning it, and telling the program which letters are which. This way it "knows" your handwriting. Of course this is software, which requires a computer, which he doesn't have.

And if that software doesn't exist, then it needs to.

Such a software might exist, but its chances of correct recognition are pretty slim. That kind of software works best with "receive as you write" (like in touchpads) media, and much worse on already written texts. Also, they work well on Capitals and less well on minuscule letters, and they don't work as well on handwritting.
and there are some people that write so bad that humans cannot understand the writing:

Under this title, weekly magazine "Catavencu Academy" published this week the image of the declaration of accepting the candidature to the Bucharest Mayor Office of the Mayor of the 5th Sector bla bla bla.

After the image is the text you should find on the picture. Good luck!

You've never heard of OCR software? It's been out for ages.

Take a look at the attached picture. OCR software will correctly identify maybe one letter out of every 100

Yeah, I used to use OCR with a fax software that would try to convert pages received from my fax to doc files. This was around 1990 and it was pretty bad trying to convert typed fax pages sent to my computer, I can only imagine what it would be like for handwritten pages. I'm sure the software is much better these days but still, handwriting generally sucks and any OCR software I would think would have a pretty hard time with it.

Well, no kidding you have to write legibly. Who'd dreamed it.

OCR is also better for typed documents. Like if you have a document that was printed a long time ago or received from somebody, but you don't have the original file. You can scan it with OCR software and it will bring the text into Word or some text editor.

Yep. OCR doesn't work reliably for handwritten text. Of course, this could change at some point in the future.
