Troubling 3DMark results.. some... problem.

I've posted this on a few other boards but I'm getting desperate. Heres the deal:

I built my new system a few days ago with the following sticks:
2.4C
Radeon 9700 Pro
Abit IC7
512 PC 2700 Generic DDR (My Hyper X is being RMA'd.. sigh)

A few days ago I benched it in 3DMark01/03 right off of install and it worked. Last night after flashing to the new BIOS (1.4) and optimizing a bit (following a few XP guides, cleaning up RAM usage, etc) I tried again but this time I got 12,500. (After a clean install with all the XP bloat and no optimization I got 13.5k. As I understand it I should be getting around 14-15k from the set up pretty easily.). I was surprised.. I checked it some more and it appears there is a problem with my video card/motherboard communicating. It always goes to 4X AGP/No enabled fast writes even if I set those to enabled. Something is severely limiting my video card.. I just have no idea what. Sandra gives me this:

Ignore the bottom, I didn't know Radeon did that automatically. I've tried reseating it.. uninstalling/reinstalling drivers.. it just doesn't do anything. I just want it to all work. I plan to try my Radeon in my dad's AMD computer tomorrow when hes gone (He doesn't like me touching his computer, for obvious reasons 😉 ). It was one of the earlier AGP 8x Boards, so I want to see if it runs all right on that. Or I could reformat again, but I'm not sure if that would do anything besides put me back another day in work.
 
Are you sure you have the latest drivers (Catalyst 3.4)?

Make sure your aren't using the ones that winxp installed
 
You DO have the extra power plug plugged in, right? (sometimes it's the smallest and stupidest things that are the problem) Defraged yet? Do you have anything extra like seti@home or norton anti-virus running in the background?
 
dont know about others, but defragging seems to make my system run slower ... stopped defragging altogether. format or nuthin 😛
 
What's your Scores in 3DMark03 since that score is more heavy on the video card itself and not your Mobo. Did that score lower?

Your 3DMark01 scores could be effected by flashing your BIOS since that score reflects overall system performance more then 3DMark03.
 
Yeah it's starting to looks like the BIOS upgrade changed something in your Bios effecting overall system performance not video card performance.
 
So.. what are my options then? I had these problems starting when I changed to 1.3 and the same in 1.4. The problem isn't showing up as much in 03, but its still there.. it wouldn't drop normally.
