Troubleshooting power issue: Dell Latitude CPx (notebook)

I am attempting to troubleshooting a laptop. It appears to be completely "dead". No sign of power.

With the AC adapter plugged in, I get no green LEDs on the laptop, which leads me to believe this could be one of the following:
1. bad AC adapter, unable to deliver
2. bad DC power jack on notebook
3. loose power jack, might lead re-soldering

Am I on the right track?
How could I test the AC adapter? Is there an inexpensive way? The LED on the adapter itself lights green when plugged to a power source.

A little help please...

Completely remove the battery. Try it with the A/C Adapter. If that doesn't work, borrow another A/C adapter and try it. If that works, you have isolated the fault - your A/C adapter.

If it still does not work, then you have a problem within the laptop.

If you can access it, reseat all SODIMMs. If possible, reseat the CPU.

If it is still dead, your mobo power plug may be broken, or the mobo's charging circuitry is blitzed. In many cases, it is then uneconomically repairable and you have a doorstop.

Removed the battery but got the same result (i.e., with the A/C adapter plugged in without the battery, I still get nothing).

I removed the SODIMMS, still no go; reseated them, still nothing (and I did so one-by-one).

I don't have another A/C adapter for this to test with. Would I be able to test the A/C adapter with a voltmeter?
