Troubleshooting issue: pc wont boot when HD is plugged in

Hey Im doing a bit of computer repair this evening which is something that I dont usually do. I just wanted to get some general input before I make any bigger decisions.

I have a system with a 450 watt psu, amd 1ghz cpu, two dvd drives, a hd, and floppy-- average joe schmo computer. Anyway the thing stopped working in that when I try to start it, it comes on and then goes off after one second. It doesnt pass the post. I unplugged the HD , a 160 gb WD, and then tried to start it and it passes post and beeps and stays on and is working fine. The I connected a different hard drive and then it failed to come on. Then I switched power cables from the psu to plug the hd into and it still didnt come on. For a general diagnosis, would most of you say that this is a power supply issue? Maybe its not fully functoinal and the HD requires too much additional power for the system to start?

Ill try switching out psu's if I can find one. If not, I will rely more on your suggestions. Thanks guys.
