Troubleshooting a boot problem?

I've got a dell 4500 sitting ehre that i'm trying to figure out whats going on. A guy brought it in to me from work to look at it, and to be honest its got me kinda stumped. Here's the story:

He shut it down for the night, and now it wont turn back on. lol. There was a power surge in the night, but the monitor works just fine, and the led on the motherboard by the atx connector is lit.

I've confirmed the powersupply works by also powering on the rest of the accessories (shorting the green/black wires) and then by also connecting a different power supply and haveing the same results on the mobo/accessories.

This thing acts dead as hell. the only sign of life is from either shorting it, or looking at that single led. Presses to the power button dont have an effect on anything.

i've reset the cmos, and tried different power cords and nothing seems to make a bit of difference.

Any ideas on what to test further? if it were the cpu wouldnt the rest of it turn on and just error instantly? cuz like i said, the PS fan doesnt even come on when the power button is pressed.

Not much help here, but a few ideas/questions.

Any Beeps ?

How about Video output, do you get a BIOS screen or anything ?

Other than that, it's starting to sound like the MB (regulators) are toast.

Yeah, i'm leaning towards the mobo. And after looking around, it seems that buying a new case/mobo would be cheaper than using that dell case.

Good job dell and your funky led/power hookups. I just need to test the CPU and make sure its ok.

and no, the thing is dead, no beeps, no bios, no nothing. i've tested most of the peripherals inside of it, and they all seem to work. just no powering on.

other than the fact that a sys-admin at work has had 3 boards fry behind a ups... Electricity is just volatile. no matter what its coming from. :p

Sounds like a fried mobo. I wouldn't trust that PSU anymore either.
