Troubleshoot laptop CPU upgrade

I have an old Acer Aspire 3000

I removed the old Sempron (SMS3000BQX2LE) and replaced it with a Turion MT-37 (TMSMT37BQX5LD)

Now it won't POST (turns on, and just sits there, no beep codes)

I can put the old CPU back and it works fine.

I'd like to assume the new CPU isn't bad (though it was shipped in non-antistatic packaging, WTF)

I tried updating the BIOS (using the latest one from ACER's site). I'd like a more Generic BIOS for a Hannstar J MV-4 94v0, but so far haven't been able to find anything.

Anything else I can try? I've seen on other forums people claiming to have updated the Aspire 3000 to a Turion MT-XX CPU, so I think it's possible.
 
Any indication on those other forums that the system needed a hacked bios? If not and you find references to others who have simply plugged the new CPU in and ran without problems then i would suspect a bad CPU. This kind of thing is hard to troubleshoot unless you know for sure the CPU is good. But that seems to be in question.
