Troubles recognizing external drive on OS X

I had an external case sitting around that had its old hd pulled. Now I have another hd that I would like to put into the external case, but when I plug it into the computer nothing appears. I have installed Jaguar onto the drive, so it has been initialized and partitioned. The case lights up, the fan spins, but I can't hear anything from the hd itself. It says its quiet but its a little too quiet. Do I need to have the jumpers set any specific way to get it to read? So far I've tried it set to slave and master.
 
I'd imagine it should be set to master or cable select. Just plugging the drive in should be enough to get it to show up on the desktop.
 
thats what I thought, but both of the external cases I have do not seem to be functioning properly. I dont think its a problem with the drive itself. I just bought it today! I can't believe that both of our externals are faulty, but they are both doing the exact same thing. The hard drive doesnt even warm up after the case being turned on for 30+ minutes...
