trouble with win98, keeps restarting and replacing registry

I'm really tired of this old NEC i'm trying to fix. I completely reformatted and reinstalled win98, and in the process of updating, installing a 3com card, OFfice, or anything for that matter, Windows says the registry is corrupted and the machine will need to be restarted so that the registry checker can start.
Upon reboot, I'm back to where I started having to reinstall everything. I've tried this 3 times already..what gives? 🙁
