Trouble with Sim City 4

I just installed Sim City 4 and it wont run for more than 30 seconds before it crashes to my desktop. Ive updated the game to the latest patch.

My specs are:
Athlon 64 3000
512 PC3200 DDR
ATI 9600 AIW Pro
Shuttle SN85G4 w/ onboard sound

I've updated all the drivers for sound, video, motherboard, and bios and I still can't figure out why its crashing, even when I switch the game to software rendering and shut off the sound.

Tried using a registery cleaner on that the sound/video card drivers might leave behind? Then redo the drivers?

Last time I played SC4 with Rush Hour expansion it worked, a bit over a month ago.
