Trouble with opening My Computer

Whenever I attach anything to my PC via USB...either my MP3 player or external hard drive, it takes forever to open "My Computer". Could this be a hard drive issue, or an OS (XP) problem? How to fix it? I already reinstalled the operating system, and ordered a new HDD in preparation. By the way, this is a Dell 8400 with "their" hard drive.

Sorry, not forever! But it takes between 2 to 3 minutes for it to come up. When nothing is attached via USB, it comes up instantly.
 
That's odd indeed. Check your System event log for errors; I suspect there are errors communicating with your USB storate device(s).
