Trouble with new build!

So I'm currently building a computer system for a friend with an X2 3800+, Asus A8V VIA K8T800 Pro ATX AMD Motherboard, 2GB Corsair ValueSelect Ram, 6800 GT AGP Video Card (re-used from older system), and Antec Sonata II Case. The problem is that whenever I turn on the PSU, the system automatically turns everything on, and I have no control with the front panel buttons. My assumption is that the motherboard is at fault. What do you guys think?
 
Unplug the buttons on the front of the computer for a start. If you've got another machine plug in the wires from it's front panel. That way you can make sure it's not the case at fault.

I already know the case is not at fault. It was used with another system, and it ran perfectly fine. even without all the connectors plugged into the mobo from the case, the system still turns on from just plugging in the PSU. I'm sure the PSU is fine too, as it worked wtih another mobo and cpu.
 
I've had this happen before on some mobos but it wasn't something that happend all the time. Usually just once though. If it's doing it everytime it sounds like the jumper pins that go to the power sw cable are getting jumped somewhere, but yea try like bob said and unplug the buttons. It's possible the button went bad even thought the case is known to work.
